Okiayu Ryotaro's voice has always been my favorite for some reason... Only recently found out he did Zero's voice as well (bc only recently got into the X series). Brilliant VA.

Even though I grew up seeing the Megaman TV show and hearing Scott McNeil first.
I say that it's Megaman 8 when Protoman started to get that cool, calm voice that fits his theme song.
