  • Highly praised by Abraham Lincoln, governor David Tod led Ohio through some of the most tumultuous years of the Civil War. Responsible for instituting a draft in order to raise troops as well as for shoring up Ohio’s Southern border against Confederate attack, Tod was regarded as a forceful and energetic leader.
