I think the list is based on how important it is for you to have them to clear most content. For example in almost all situations even nuking you would use whf. In all map that have shield killer you would need to use hart. Shirou can be replace by kiri or other taunt tank, if boss have shield killer most content you can use cestina.
This list is criminal hart at 2 said enough but why is emperor not super awoken but regular emperor in the top 10 and at 6 at that over characters like Houka is nuts
Man yall need to give hart a rest and stop glazing, his duration is aging, 13 sec is too short nowadays summer chloe just does it better, and so does V Priscilla in some cases becuase dmg res is becoming the play over healing most of the time, shirou is definitely #2 minimum.
