How to find a manager with experience that can pull the strings u need them to?
That's going to differ based on your location. The right locations for your genre will make it easier. You can find a manager by performing and being where managers are. Experience is relative but most like;y a good manager is already working an artist. You'd have to approach managers that are already working and hope they have the time for a new project.
