Bicycles are defines as vehicles (not motor vehicles) and are required to travel in the roadway. The biggest difference is that they are required in most areas to share the lane with motor vehicle traffic. Most areas do require motor vehicles give the cyclist at least 3 feet clearance wile passing. They are actually prohibited from the sidewalks (not enforced).

Not 100% correct. Cyclist must also move to the extreme right of the roadway if on a roadway with a single lane in each direction, if they cannot maintain posted speed, same as any slow moving vehicle is required to do. This video showed two lanes going in the same direction, giving those cyclist the right to that far right lane. Cyclist must also adhere to stop signs and street lights while in the roadway, but do they?

While yes it can be annoying, it is no excuse to run them over while the driver is in a much more comfy position. I honestly blame our political leaders overseeing our civil engineering. We were taught in first grade to ride single file. These days, bikers think they're in the Tour de France and they have to put on their Tour de France Halloween costumes just to take a bike ride. The driver should still be prosecuted, but bikers, "get out of the traffic lane, follow speed limits and obey stop lights and stop signs!" Yeah...like that's going to happen.
