The historic Empowerment of Khandro Tseyang as the Sakyong Wangmo and the Investiture of Lady Diana Mukpo as the Druk Sakyong Wangmo took place in Halifax in 2008. His Holiness Penor Rinpoche presided over the Empowerment. His Eminence Namkha Drimed Rinpoche was also attending.
His Holiness Penor Rinpoche presided over the Empowerment Sakyong Mipham Rinpoche in 1995.
His Holiness Dilgo Khyentse Rinpoche presided over the Empowerment of the Druk Sakyong Chögyam Trungpa Rinpoche and Lady Diana Mukpo as the Sakyong Wangmo in 1982. This empowerment is called the "Blazing Jewel of Sovereignty" was the same ceremony that was traditionally performed in Tibet for the enthronement of Kings. It was first performed in the 8th Century CE by Padmasambhava for Trisong Detsen, the first Buddhist king of Tibet who had invited Padmasambhava to Tibet. His Holiness Dilgo Khyentse Rinpoche had preformed precisely the same ceremony to enthrone the King of Bhutan.

Actually his holiness penor rinpoche wouldn't take his time to travel all the way to canada when he was not feeling well to do this enthronement if he didn't feel this was significant..

The Rinpoche sitting next to the Sakyong is his father-in-law, the father of the Sakyong Wangmo Khandro Tseyang, His Eminence Namkha Drimed Rabjam Rinpoche, the supreme head of the Ripa lineage of Nyingma Vajrayana Buddhism and a living Tertön.
