I see the antenna is grounded to the mast - but what is the mast grounded to? It should go on the outside of the structure to an earth grounding rod. It should not go into the building.
These systems are licensed for frequencies outside the ham radio spectrum, a ham radio operator cannot use any other frequencies without a license or a letter of authorization from the licensed user of that frequency. The E-COMM systems are licensed only for the emergency crews use

Right on Thomas, grounding of an antenna code for building protection dictates that fact. Wonder how many people know that, probably not many.
The electrical engineer approves all these jobs. The installers know the code, but they are happy that the city inspectors gives them a pass
