I wouldn't mind a mod where if you reach a certain wanted level Police helicopters eventually get replaced with Hunters with guns and rockets and Tanks can actually fire at you, more military soldiers spawn and arrive or chase you in other vehicles such as the Patriot, Cargobobs can combat drop troops and deploy vehicles, also every pursuit vehicle other than police motorcycles can also free aim fire through the passenger windows, also i think they should be able to use different weapons, like a missile launcher, grenades, satchel chargers, combat shotgun, miniguns etc.
