Take one very small bitumen oval, put too many heavy stockcars on it 'racing' on totally unsuitable tyres. Three dirt speedway tyres and one rally tyre. Surprise surprise they do not steer. So slow!

First thing, speed isn't everything. If you think it is, you're a child. Moving on.
Personally, Buxton has always been the worst track (this is an opinion formed since first properly paying attention to the sport in the mid 2010's). They just don't get the driver turnouts or the title races to make it interesting (yes, this is a NPS round but that only matters for 12 drivers). Theoretically, it should be better. A long straight into the corner with a decently wide wall should allow drivers to send it in from further back without either of them hitting the wall, meaning the original target can return fire. The problem is that facilities and location means no one wants to go, which makes the racing boring. The tyres have nothing to do with it. If anything, the tyres are one of the reasons that makes the racing inaccessible for new drivers to take part, limiting numbers even more. You want bigger tyres that make the racing faster, everyone else wants smaller tyres (yes, it would make them slower) that make the racing more skilful and accessible for more to take part. Both of which meaning that the racing overall is better.
The issue with the racing being faster is that racing wouldn't be as good and it would be more dangerous. Cornering quicker means that drivers are less vulnerable to hits from behind because they aren't exposed for as long and the closing speed wouldn't be as great. This would mean people would have to commit even harder to a hit with the possibility of more damage and also maybe even being hurt if they miss, because of the extra speed. Because of that, no one would go for hits at all, defeating the purpose.
