Does curing resin underwater completely remove the stickiness?

Washing it in rubbing alcohol or degreaser get's rid of the stickiness. I've just noticed that the suring under water increases the fidelity of the prints. It might help with the stickiness too though.

Curing for 45 minutes?! Whaaaat?! Is it legal? Doesn't this make them brittle?!

No, not in my experience, they're actually really tough!
