I know it'll sound odd, but, you're moving your troops wrong. If you select a large stack of armies, and, with the whole stack selected, move them to a province you can press the "X" button on one of the armies in the stack, and proceed to click on the province next to it, press "X" on the next army, and so on, until you've got your whole army in position along a border. It's not critical to success, but it'll save you clicks if you continue making Victoria 2 content.
