Owerri and Enugu are beautiful but there is something unique about Enugu. Enugu has some European kind of environment. Owerri still has some works to do on their roads despite being beautiful and serene. There is need for Owerri to include sidewalks or pedestrian walkways on their roads and some places need closed drainages. Enugu has standard with road constructions in their city which every successive government in the state follow. They make sure that the same standard is used in all their roads in constructing walkways and the standard of roads in the city are of high quality. I give ot to Enugu

Maybe people who keep saying Owerri is more beautiful than Enugu haven't travelled out of Owerri. If you've been to Abuja before, you'll know the only state that comes close to having small of Abuja's environment, beauty and organisation is Enugu. That said, Owerri is not organise at all.
Comparing enugu and owerri is like comparing umuahia and abuja, which we all know that abuja is far developed than umuahia, that is how enugu is more developed than owerri.
