locking is about fast movements and then all of a sudden coming to a stop. or locking. Breaking came from the word break dancing where people would dance to a looped breakbeat. the break beat came from a drum break in a song that was continuosly looped.
You may be right, since I didn't actually see them do any actual "locks" in that whole routine, but the style still undeniably looks like locking, and they definitely do a lot of moves associated with locking, even if they didn't actually do a proper lock, haha. Plus it does say soul-lock which is probably a little different.

at 1:34 to 1:37 is probably the only thing close to locking but they look so unenthusiastic doing it that it looks horribly sloppy.
