Xavier have the fast advantage that caught enemy offguard, but the enemy can see the direction so they have a little time to dodge it, While Moskov is more slow and unpredictable, but when it hits, the enemy behind the first target would suffer more damage. And it also slow enemies and reveal them.

It is used to slow the enemies down to chase your allies, Xavier is the one who has a big delay since you can see the path it goes before the damage comes.

How to counter Moskov: move when you see it
Moskov ulti is faster and we can't doge easily... While this ulti give a warning before hitting
I feel like their skill set are the same because both of them can pin down the enemies. If were not talking about the damage, I think Moscov's ult is better the fact that his ult can be use as a scouting tool to scout for enemies that come close to moscov's spear or maybe Xavier's ult can do that as well, but Moscov has the mobility to escape although Xavier has the control to stop enemies movement to escape
The fact that his Resources arent finished makes it a 🎆Masterpiece🎆
The first skill of Xavier is first skill of Nathan

The ss(Super skill) of Xavier is SS of Layla or ss of Moscov

Me as a Moskov user, his ult is used for predicting the enemies on where will they go or ult'ing an escaping enemy can surely kill them, since I always use ult when the enemy is escaping from me or some enemies with low hp is visible in the map and recalling to their base, instant kill steal 😂
