While returning from Shillong, can I take Kamrup Express? Because that train passes over my hometown and Kamrup Express departs Guwahati at 8:25 in the morning, so any private car will agree to leave in the early morning for Guwahati?

no u wont get any cab unless u book one a day prior, as u have to leave by 4-4.30 am in the morning, it will be very difficult to find a cab by that time from the taxi stand
