The shutdown button is missing because if you go in to local security policy, you will see in the user right assigment a permission to shutdown the system so basically your making no user allowed to shutdown the system

Try doing this:
Make a batch file containing these commands:
@echo off
start message.vbs
call batch.bat
And save the file as "batch.bat".
Then make a VBS file with this text:
x=MsgBox("Hi. How r u?" ,0+48, "OH NO!")
And save as "message.vbs".
Then, run "batch.bat".
See what happens... :))))(
