I got 2 of these with similar issues.
After replacing the same parts as yourself with the addition of the TL494 on one of them, it immediately blows the IGBTs.
The second one, after replacing all parts as well as the through hole resistors, there is no power.
Any ideas?

Looks like R610 resistor on the same board is fried got any ideas what the componant is since I cannot read it anymore? (its just above the power supply area in this repair)
