pay out rate is the minimum number of tries you need to accumulate before the machine let you win. at 1:04 you can see that the tail of the "S" is hitting the transparent part of the acrylic , this means that payout rate is already achieved and you just need to center the "s" in the hole to win.
If payout rate isn't met, even if you get a perfectly timed shot it will move it 1/8 of an inch to the right. So if you missed and it is very close; less than 1/8" (as in this example, touching the clear acrylic) you know the payout is met and you can now win. So keep trying until you get it.
observe how others play if the "S" part of the machine hits the transparent acrylic part (doesn't touch the black portion) then the machine is due to give a prize. And if the current player just suddenly decided to call it a day then butt in to play the machine chances are you will win a prize as long as you can center it properly. See 1:20 to have an idea.

yup, most of the time they are rigged. but there are instances that if the amusement center have already earn a lot they will set it to "normal mode/ skill base mode" in this set up if your eye and hand coordination is impeccable they you will surely win a lot...
