It's just a bug,happens sometimes(I've played this game in PSP). In order to get rid of it,you can lose your wanted level and get it again,or if this doesn't work,then you can reload a save or exit the game and reenter it etc

And whats worse, military vehicles come with only two soldiers vs 4 fbi agents in rancher, making their vehicles and agresive driving style the only thing that makes them more dangerous. Gta 3 had military with m16 skinned miniguns. San andreas made the military more menacing, with laser-accurate m4s.
