As you know most victims of injustice are poor filipinos. The real problem in justice system in the country The vital flaw which undermines the utility of much of the judicial system is the problem of virtual impunity that prevails. This, in turn, is built upon the rampant problem of witness vulnerability. Either way, the lack of witnesses and other evidence together with disinterested and primitive investigating mean that few cases ever reach full trial in the courts. The police are the first and biggest obstacle to victims and their families obtaining justice in the Philippines.
Lack of access to justice or equal representation is a form of injustice and discrimination against the poor. Most citizens have the understanding that they have the right to an attorney, and that the poor will be appointed one when they cannot afford it.
So, i say why not welcome icc. it would be a good thing to improve the primitive way of investigating in the Philippines and people will benefit more through it. the Justice system in Philippines is poor, that is why the country is in this mess. it is what it is.

And best of all, even if the US is not a state party to the ICC they still provide funds THRU the ICC trust fund victims, they call it the TRUST FUND FOR VICTIMS. If there is one country who is a keen observer of human rights violation, it is probably the US as #1 hence they put this trust fund.
ICC must exercise full responsibility and legal action against human rights violations during the Duterte administration. Justice for all those affected.

BACOLOD CITY, Philippines - A lawyer who handled drug cases was shot dead in front of his rented house here on Thursday, August 23.
The fatality was identified as 62-year-old Rafael Atotubo.
The lawyer was sitting outside his house when he was attacked by two unidentified assailants on board a motorcycle.
Chief Inspector Sherlock Gabana, Bacolod City Police Office public information officer, said the armed back rider, who was wearing a black jacket, bonnet and helmet, alighted from the motorcycle and shot the victim twice.
The victim was rushed to a hospital where he was declared dead upon arrival. He succumbed to a gunshot wound below his left eyebrow.
