Please go through the Daad website and shortlist all relevant courses as per your interest. Try to shortlist 10-15 courses. Go through the individual requirements of the application, prepare your documents and apply directly on the website or also via Uni assist (where applicable).
You will also find scholarship details on the daad website itself. Once you get the admission confirmation, you can apply for a student visa at your nearest German Embassy.

Not all public universities have zero fees. Private have fees and few public also have fees. You might also have to pay minimal semester fees. The one you mentioned 300 should be one of those cases. Watch this video, and please note that blocked account has been revised.
