Installing the Governor requires the meshing of teeth between the governor and the engine idler gear using the gear markings to ensure proper ignition timing.
It wasnt easy but there is room to look over the governor while you slide it in place to make sure you get the governor gear in between the two gear teeth where the mark is on the back side of the timing gear.
