- In Batman: Arkham City it's possible to use the inverted takedown in Wonder Tower despite the normal range limitations. As opposed to the ledge takedown, inverted takedown ropes can be cut with a batarang, making the guards fall down.

Some Batman variations have Batman kill people sometimes with a gun.
There is James Gordon on the ground who catch them and put behind bars. You can see police cars around tower. Just climing on later exploded tower with no elevator worked to cut criminals of the rope from very top of the tower would be a big problem for ordinary people, who is not batman. Helicopters cant fly closer, everything on fire, so batman has mercy for brave policemans and policewomans and drop thugs right in their hands.
