It's so funny that this is one of the most well-animated scenes in the whole series. Especially those hands, they recreated the texture of their hands perfectly, and the movements are so delicate and soft, it's incredible.
I feel like Part 6 back in the early 00s was when Araki truly started mastering writing multi-dimensional villains. It started with Kira in Part 4 and now we have Pucci and a completely new side of DIO rarely seen in the earlier parts. Hard to believe this is the same funny vampire who screamed 89% of his lines
I don't think that's completely fair, even in part 3 dio talked to polnareff by talking about peace of mind, and in part 4 keicho mentions that dio was looking for a specific kind of stand user, so the heaven plan was likely thought of in atleast some way for a while
Dio always wanted to surpass humanity and become GOD of the stone mask wasn't presented he would have just written a diary about gaining immortality and becoming GOD which is what he did later on because he didn't just want to be undead.

I believe DIO approached Kakyoin, Polnareff and others in the same way. But in this case DIO saw that Pucci is the one who can help him with reaching heaven, therefore he gave him the arrow. EDIT: I remember that Polnareff and Kakyoin already had their stands since birth, and the fact that DIO used the flesh buds on them. What I meant is I think DIO basically approached all of them the same way the first time around.
DIO used his charm to make his followers to loyal to him and don't forget the flesh buds on some people like Polnareff, Kakyoin and even Okuyasu's dad.
DIO met Pucci accidentally, so he believed they can have a relationship. But he had met Kakyoin and Polnareff as enemies that came to kill him. I think he would be a great, but cruel and also charismatic protagonist.
