Bad recall. Teach him the command “Come” or in my case I simply call his name and he immediately comes running. The reason? I only use the recall command when I have a piece of salmon jerky in hand. As soon as he turns to come to me I mark it with the word “yes” which also always means a treat. It’s like I recall (treat) and then promise (mark yes) the treat will be here. I trained my Boston puppy for this on the second week home from the shelter. I also never ever say his name unless I have the salmon in hand. I think he thinks his name is “come”. Lololol
