You can't change phone refresh rate also 90fps doesn't really exist it between of 60-120 if your phone was at 120 refresh rate you can down it to 60 but you can't at 90

for fps bro need an ADB app to activate if you have 2choices in your phone ex. 90/120 fps u can set it to 90 and higher but cant exceed higher than 120
