Is baking just to open them or does it do something else.

Baking kills any little insects that might be present and the pine cones will open as they bake.

Mine didn't open

Some of my pine cones didn't open as much as others, but they all expanded somewhat. I think it depends on the condition of the pine cone when you found it. Some of the long slender ones open a little, but they still look beautiful after they're cleaned and dried.
