And without justice there is no freedom. If everyone were to do awful things then there is no choice. Allah gives us the opportunity to do good things. He gives us the option to have a happy healthy life.

The ayah is actually in chapter 16, verse 90. (at minute 7:42)
“Indeed, Allah orders justice and good conduct and giving to relatives and forbids immorality and bad conduct and oppression. He admonishes you that perhaps you will be reminded.” (Quran 16:90)
