I haven't tested yet, but i think level 50.
I have a lv61 weapon sura, and with that character of mine, i were capable to farm 17-23 okey card deck/hour! (which is 408-552 okey card / hour)

The best is 1-5 lvl ninja with arch and stop exp ring.
