You have to have less than 4 hearts 💗 to get weakness potion from a witch. It's not hitting them...when you're hitting it shows like it works because the witch hit you to four hearts 😂.

You could also get a livrarian villager to buy bookshelves :) And also build youself a fishing pond and you can get enchanted bookes from there too.
