We just carried Indian rupee in Bhutan! In Bhuta, they accept Indian Rupee so no need to exchange! Just that carry ₹500 notes. 2K notes & Small denomination notes aren't accepted. You would get return money in Bhutanese currency though.
You take your own travel insurance for Bhutan. Just ensure that you have seal & sign on the insurance (online one may not have this). Else, you can purchase one from immigration as well. If you are taking a tour agent then they can take it on your behalf - we took this way. Hope this helps!

You will also have to take care of transport from Bagdogra Airport or Jalpaiguri Station to Jaigaon (&return) where Bhutan immigration would happen!
