We can use a PCIE 4.0 x4 or PCIE 4.0 x8 graphics card on PCIE3.0 x16 slot. No problem at all. If we use a PCIE4.0 x4 card on PCIE3.0 x4 slot, It will bottleneck. PCIE4.0 x4=8GB/s ,PCIE4.0 x 8=16GB/s and PCIE3.0 x16=16GB/s. No difference between PCIE4.0 x8 and PCIE3.0 x16. But there is huge difference between PCIE4.0 x16=32GB/s and PCIE3.0 x16=16GB/s.
