Few suggestions for you :
1. Host community tournaments for different games .
2. Gather some hard working and dedicated gamers and give them free access in return of playing under your banner . May also provide some refreshments.
3. Try referral system : like if you bring 5 paying clients / friends you get free access for the slot.
4. Get some eye candy to invite new players : like you said vr etc.
5. Tie up with local computer system shops . You help them boost sales and they help spread your business name . Refer each other .
6. Try to create online gaming community of your local area .
7. Add some casual gaming option as well. Try to add general audience as well by adding billiards , foosball , chess , carrom etc as well. Label it as a enjoyment hub not just a pc gaming cafe because pc gaming cafe is a niche for the time being.

Mere relative ke Cafe me 1room for valo-cs(Toxic peoples) 2room for casual gaming & 1 for consoles. (Room means small shop around 35sq. feet per shop) Isse bachche 2nd room me gaming karte hai & adults 1st me so parents ko bhi achha laga ki toxic bande nahi hai 😂😂

1 reason for less competitive players of games like valorant or cs is that these players usually are pretty serious abount their ranks and are used to their own peripherals and switching to the peripherals at the cafe becomes a problem as the people are not used to the gear and hence don't perform well in their games.

Please do introduce timing for that 1500 package.. meaning if 20 people take that package and there are 10 pc.. and if all these 10 pcs are occupied already then remaining 10 won’t get chance to play unlimited time.. so introduce a time frame in which these people can come and play.. like person A may choose morning slot and B may choose evening and so on
