just for info, the timing belt can't screech it has teeth and is more like a chain if it slips your engine will be destroyed(in most cars).

Why do so many people in Russia try to drive on the sidewalk?
Never been there huh? One of my last trips there my cab driver drove about 1/4 a mile on the sidewalk. I also watched a lot of cars driving the wrong way on a divided highway.
Because it's a freaking large sidewalk and no signs saying it's not a road.
Wait... you have to have signs on places that aren't roads? Do trees need signs saying they're not roads? What about swimming pools? Stores? Grass? Parks?
It's much more efficient to label roads as roads than to label everything else "not a road"
I don't know Peterburg but i lived in Moscow for a long time, the reason is a loooot of cars and roads meet at joints but no smaller roads as an alternative. Plus, there is a river in the middle of the city and these small bridges make everything worse. Plus you cant change anything in the center of the city, all is set many years ago, for example you cant make roads wider. Plus uneducated and/or bully drivers. I think designed that way so snow ploughs can get through to there and clean up the place for the pedestrians. But You are right.. All it would really take is some extra signage and 10X the fine for doing it (AKA equivalent for what it would cost in Australia)

There should be a way for the cops to look up these people and see if they ever did this before. Keep driving on the sidewalk and your fee will double every time you do it or something like that to encourage them to stop doing it. Either radio the car in or check their laptop if they got one in their car. Repeat offenders should be shown no mercy.
