I agree with some of the statements but the part I dont see in your view is I was in India for a Month and I noticed multiple improvements in my home town railway station which is long due and also there is a new railway track with all advanced features being tested while I was there

I come from a town between chennai and Vijayawada which falls between southeren and south central railway and a vande bharat train operates in that route
I cant speak for the rest of the country, but atleast in the railway zones I travelled during that 1 month, i noticed a lot of important changes while none of these BJP ruled states
I expect the rest of India got some of those improvements like new signal controls systems addiotional posts at railway gates/crossings
