Municipalities across the country are facing the challenge of finding balance between affordability and the sustainability of services. The difficult economic environment and the load shedding are not making things any easier. Debt owed to South African towns and cities jumped to more than R300 billion in the last quarter of last year, adding to the woes of municipalities struggling to meet revenue targets.
