In order to get it on the ballot and to be able to lay it out to the people of Oregon they need at least two Republicans to bring it to the table. They have no vote. Democrats hold a supermajority so can pass anything they want. Republican s can't stop anything regardless of how they vote. However, Oregon can't hold votes if there's less than 20 senators present, 18 of which are Democrats. The only way to stop it is to not show up. Thankfully, the first amendment still functions from time to time.
