Perhaps the possible solution could be if the people of Dotoe are willing and allowed to take referendum on what Dotoe's relationship with Utsang and Amdo and His Holiness's leadership should be for once and all. The outcome will be the deciding factor. separation or sincere and unconditional union. If necessary the two Cholkhas or regions can undergo their respective referendums for the same reason if Dotoe thinks referendum only for Dotoe is unjustified.
