for example if I changed it to arm64_v8a which is 32 bit operating system then I cannot install 64 bit apps till I recover it to 64, right?

I don't really understand what you mean but, you can not install 64bit abi on a 32bit os

This method is not modifying anything permanently, you are specifying the abi you want to be installed
