Ave Mcree Viper is actually listed top tier in Clockwork and Noel Brown's top tier list. Plus your KBR argument isn't even valid only because KBR's assists with point hulk can shut down almost anyone's team in the beginning of the game. Ray Ray's magneto has so much more mobility than Viper and even he gets caught up against KBR.
