Since it is an emergency situation, the top head or Chief of staff of the Armed Forces and down the line of command of its heirachy should be included in the line of succession (in an unlikely event like this, wherein there is or are unfortunate incidences of simultaneous incapacities), until such time that normalcy could have been regained or restored. A provisional or transitional government may be called for to manage over or run the chaotic order or put it in place in order to normalize the situation. Grabe naman kasi ang hypothesis na pinagusapan, eh.
