Nowhere does the Quran or Bible identify the Holy Spirit as Gabriel. In fact, the Quran indicates that it's not an angel, but something more mysterious: see Q. 17:85.
Q. 17:85 isn't talking about the ruh as 'soul,' btw, as the Quran never uses this term for the human soul.

Jesus himself said to his Father that “you are the *_only true God”_* (John 17:3).
