If you are using a mobile device, you get directed to the mobile site, which doesn’t have the ‘add’ button. You have to get to the desktop site, in safari by holding down the refresh button and selecting it, and in chrome by holding down the three vertical dots to the right of the search bar and choosing fetch desktop site. Then these instructions are perfect!

There's now a + button in the lower right hand corner that gives an "upload pin" option when you click on it.
