Its only a year, if you are supposed to be 20 this year but your birthday is in december and youre still 19 than that doesnt count, you should count how old you are going to be this year(doesnt matter if your birthday still hasnt happened ) and plus one. I was also confused for years and now i understood.

28 is Korean age. In Korea, when a baby is born, he/she is already 1 and after a new year's day, they get 1 more. so if a baby born on Dec 31st, he becomes 2 in the next day. the way numbers are counted is different
In English it goes up by three zeros everytime, unit -> thousand -> million -> billion and so on
however the ancient Chinese method of counting goes up by 4 zeros everytime, so it’s unit-> ten thousand -> 100 million -> trillion and so on
Which is why 3.01 million was shown as “301 ten thousand” since part of the Korean counting system is derived from chinese
