I had a few questions. What was the tool called to make the holes? Do they come in different sizes? How comfortable is the seat? Any changes you would make if you were to do it again?

For the rust first spray clean metal with vinegar let dry then spray with a mixture of hydrogen peroxide salt and vinegar and let that dry for a few days.
First u may use a carbide hole saw bit to drill a hole and use a tools call dimple flare to flare it or simply use a dimple flare to achieve that flare effect.

I think I would put padding higher up on the back. When you slouch down the lower padding is useless.
