I agree. The way it approaches the site and the program is interesting, but it looks unfinished, like big gests that leave behind small details that turn it into an inhabitable or home-like space. The pool and what you could call terrace lack the conditions to be considered leisure spaces. The free height between floors, the lenght of the stairs, the metal and visible concrete as well as the proportion of spaces don't contribute to a sense of home or intimacy. But again, Koolhaas probably knew all this and intentionally meant it to feel like an office or a factory :P His bureau's name is OMA (Office for Metropolitan Architecture), and not ODSA (Office for Domestic and Suburban Architercture).
