Chesters rework is actually a rework cause they made his star power base kit frank is just a buff nothing changes with chester his supers are still not that strong and his reload speed is awfull.They finally realised some star powers are unfair and should be base kit so otis star power where he shoots more will probably be base kit in the future! Also after this rework he is probably low D tier
