My main metric would always be how much the students learned and how does that compare to normal High School Chemistry classes. It is not just checking the boxes but making sure the student is ready and able to advance their knowledge in that subject area. For anyone interested in chemistry the beginning class is the foundation for any person to be interested in pursuing that subject further in the future and maybe make their career in that field.

Did you make use of the resources by the American chemical society, designed for use for the age range of your students? Also you might see if they have forums for teachers to discuss material, new websites, etc.? There might even be grants.

The statistics are a bit odd...why so much 89% and what steps are to be taken to raise those short falls

Chemistry requires intelligence. Darwin's hypothesis has nothing to contribute to chemistry.
