Haney's team already knew that Garcia is not going to make weight that's why they charged $500k per pound and they accepted it too. It's not rocket science.

I went back to watch the weight in. I think Ryan was actually making weight because he had long pants, shoes, and a glass bottle of drink. Those three items can make up that 3.2 lbs. The question when why he did that? It is now obvious that it was still part of the mental game plan even though he will have to pay the fine.
