i think the debate and the question will be on the motion of refering the matter to the committee and not on the revocation and if Nay win that is time to take the urgency rules or the motion of the lady. this is just an opinion.
I think the internal rules of procedure ng sanggunian ay isaayos dahil magulo ang flow ng session. Ang speaker ng privilege speech shall be subjected to interpellation by the other members of the sanggunian. Matters arising from the privilege speech shall be referred to concerned committee. Bakit ang privilege speaker namimilit ng motion to revoke e nagdeliver lang naman sya ng speech. The privilege speaker shall be declared out of order. Mali yong parliamentary procedure. Kung gusto ng lady legislator ay e revoke yong approve resolution dapat magfile sya ng another reso revoking. Ayusin nu yong internal rules of procedure nu po.

(e.g. MOA with schools may be referred to Education; MOA with Erection of a Building, may be referred to Infrastructure). However, it can also be jointly referred with the Committee on Laws & Rules for technicalities.
